Welcome to the newest members of our Gator Family! Long Huynh, DBA, and José Gabriel Ricardo-Osorio, Ed.D., join us on Monday, June 2, 2025—their first official day as Vice President for Enrollment Management and Dean of the College of Public Service (CPS), respectively. At the same time, we celebrate Dr. Carmen Panlilio (Interim Vice President for Enrollment Management) and Dr. Kim Martin-Long (Interim Dean of College of Public Service) for their dedication and commitment to the mission of UHD.
Prior to Drs. Huynh and Ricardo-Osorio’s coming on board, Daniel M. Maxwell, Ed.D., joined UHD as the most recent addition to the leadership team, becoming part of the Gator Family in the permanent role of Vice President for Student Success and Student Life (3SL) on May 1.
As our new CPS Dean, Dr. Ricardo-Osorio brings an extensive record of leadership and success to UHD. Since 2010, Dr. Ricardo-Osorio served as a tenured Associate Professor of Spanish and Foreign Language Education at Shippensburg University of Pennsylvania, where he also served as a methods instructor and service-learning faculty advisor. He also was the Acting Dean of the College of Education and Human Services from 2022 to 2024.
Dr. Ricardo-Osorio holds a doctorate degree in Higher Education Administration/College Teaching from the University of Arkansas, where he earned his Master of Arts in Spanish as well. He also holds a BA from Universidad de Atlántico (Colombia) in English and Spanish. In addition to his work as Acting Dean, his administrative experience includes appointments as a department chair, interim associate dean, and acting associate provost for educational effectiveness assessment.
With more than 18 years of higher education experience with both public and private institutions, Dr. Huynh comes to UHD in the role of Enrollment Management VP from Metropolitan State University of Denver, where he served as Chief Enrollment Officer. Prior to joining Metropolitan State University of Denver, he was Associate Vice President of Marketing and Strategic Growth at Park University. He has also held several other leadership roles including Associate Dean of Enrollment Management and Marketing, Director of Graduate and Professional Education Programs and Services, and Executive Director of Graduate Services and Administration.
Dr. Huynh holds a BS degree in Business Administration/Marketing and an MBA from California State University (Hayward), as well as a Doctorate in Business Administration from California University of Technology with a focus in International Business. He has also completed the Institute for Management and Leadership in Education program at Harvard University.
Last, but certainly not least, after nine months in the Interim 3SL VP role, Dr. Maxwell joined the Gator Family in the permanent role, bringing his 36 years of experience in higher education to UHD. He has been with the University of Houston System (UHS) and the University of Houston (UH) since January 2012, serving as the Associate Vice Chancellor/Associate Vice President for Student Affairs. He served UH Clear Lake as the Interim Vice President for Student Affairs (2018-2019) and UHS/UH as the Interim Vice Chancellor/Vice President for Student Affairs (October 2021- January 2024).
Prior to UHS/UH, he held positions at Syracuse University, the University of Arizona, Western Illinois University, and Indiana University-Purdue University Indianapolis (IUPUI). He has direct experience in multiple functional areas including residence life, fraternity/sorority life, student activities, student unions, campus programming, international student services, career services, and student success, to name a few. Dr. Maxwell earned his bachelor’s degree from Syracuse University, his master’s degree from the University of Miami, and his doctorate in higher education and student affairs from Indiana University.
With these additions to Enrollment Management, 3SL, and the College of Public Service, UHD’s leadership team is now complete! Certainly, UHD will continue its steady rise as an outstanding regional university and an anchor institution for all of Houston.
